Restricted vs Unrestricted Donations and Which Helps More

You want your donation to do something specific, so ticking the box that says "use this for the children's programme" feels like the responsible choice.

You want your donation to do something specific, so ticking the box that says "use this for the children's programme" feels like the responsible choice. Then a charity worker tells you, quietly, that the most useful gift is the one with no strings at all. The question of restricted vs unrestricted donations sits at the heart of how charities plan, and most donors never hear it explained plainly.

This guide covers what each type of gift means in practice, why charities ask for unrestricted money, and when a restriction genuinely makes sense.

What Restricted vs Unrestricted Donations Actually Mean

An unrestricted donation can be spent on anything that furthers the charity's purpose. That might be a support worker's salary, the electricity bill for the drop-in centre, a new case management system, or the reserves that keep services running if a grant falls through.

A restricted donation comes with a condition set by the donor or by the appeal it answered. If a charity runs an appeal for a new minibus, money given to that appeal is legally tied to the minibus. The charity cannot quietly move it to pay rent, even in a crisis, without going back to donors for permission or following a formal process.

In the UK, charity accounts show these as separate funds. When you open a charity's annual report, you will usually find a note listing unrestricted funds, restricted funds and sometimes endowment funds, with balances for each. Our guide on how to read a nonprofit's annual report before you give shows where to find that note.

Why Charities Ask for Money With No Strings

Picture a small food charity with an income of 280,000 pounds a year. Perhaps 190,000 of that arrives restricted: a council grant for meal deliveries, a trust grant for a cookery course, and donations to a Christmas appeal. That leaves 90,000 pounds to cover everything the restricted funders did not want to pay for.

That 90,000 has to stretch across:

  • the manager who writes every grant application and report
  • insurance, which for a charity handling food and volunteers can run 3,000 to 6,000 pounds a year
  • safeguarding training and volunteer checks
  • accounting and an independent examination of the accounts
  • the van's repairs when it fails its MOT
  • a reserve for the months when a grant payment arrives late

Restricted grants often cover only a slice of these shared costs, sometimes 10 percent or less. The rest must be found from unrestricted income. When that income runs short, charities cut back on exactly the things that keep them stable, which is how good organisations end up fragile.

The cost of tracking restrictions

Every restricted fund also has to be tracked separately, spent within its terms and reported on. A charity with 15 small restricted funds might spend several days a quarter just reconciling them. A 20 pound gift with a specific condition can cost more in admin than it brings in.

The Counter-Take: Restricting a Gift Is Sometimes the Right Call

A lot of sector advice now says donors should always give unrestricted. I think that goes too far. There are good reasons to restrict a gift, and pretending otherwise treats donors as cash machines rather than partners.

Restriction makes sense when:

  1. The charity itself asked for it. If an appeal is for a specific capital project, such as a new roof or an accessible entrance, your gift belongs to that project. The charity has planned for it.
  2. You are giving a large one-off sum. A gift of 10,000 pounds to a charity with an income of 150,000 could distort its budget if it arrives with no plan. Agreeing a purpose together, such as a two year pilot, can be healthier for both sides.
  3. The charity runs several very different services. If a large organisation does both overseas aid and domestic campaigning, and you only support one, restricting to that area is reasonable.
  4. You are giving through a legacy. A gift in a will can be restricted to a cause area, but keep the wording broad. Our piece on leaving a gift to charity in your will explains why narrow conditions can become unusable decades later.

The problem is not restriction itself. It is narrow, unplanned restriction on small gifts, where the condition costs more than it achieves.

How to Decide Which Type of Gift to Give

A simple test helps. Ask yourself three questions before you add a condition:

  • Do I trust this charity's leadership? If yes, unrestricted money lets them use their judgement where the need is greatest. If no, a restriction will not fix that, and you might give elsewhere.
  • Is my gift large relative to their income? Under about 1 percent of annual income, unrestricted is almost always better. Above 5 percent, a conversation about purpose is worth having.
  • Did they ask for something specific? If the appeal named a project, follow it. If not, avoid inventing your own condition.

If you still want a link between your money and a result, ask the charity to tell you what unrestricted gifts paid for last year. Many will happily send a short note. That gives you the connection you want without tying their hands.

What a monthly gift does differently

Regular unrestricted gifts are especially valued because they are predictable. A charity with 400 supporters giving 10 pounds a month knows it has around 48,000 pounds a year to plan around, which is often enough to keep a part-time post secure. That predictability is worth more than the same total arriving in uneven lumps.

Unrestricted Does Not Mean Unaccountable

Some donors worry that unrestricted money disappears into overheads. In reality, it is still bound by the charity's objects and overseen by trustees. Shared costs like finance staff and IT are what let a charity deliver anything at all. If high overheads concern you, our explainer on why a 30 percent overhead ratio is not a red flag is worth a read before you judge a charity on that figure alone.

Frequently Asked Questions

Is it better to give restricted or unrestricted donations?

For most small and medium gifts, unrestricted donations are more useful because they let a charity cover the core costs that grants often ignore. Restriction works best for large gifts or when the charity has asked for funds for a specific project. If in doubt, ask the charity what it needs most.

Can a charity spend restricted funds on something else?

Not freely. Restricted funds must be used for the purpose they were given for. If that purpose becomes impossible, the charity usually needs donor consent or must follow a formal process, which in England and Wales can involve guidance from the Charity Commission.

Does Gift Aid apply to restricted donations?

Yes. Gift Aid can be claimed on both restricted and unrestricted gifts from UK taxpayers who make a declaration. The extra 25 percent normally follows the same restriction as the original gift.
